General NewsAccording to Stauss & Howe, the Third Turning is a time for strong individuals; weak institutions. Here is a classic example that we are still in a Third Turning:

Time Magazene named "Person of The Year" to be "You" (each individual)

Also, US Congress unanimously voted to honor the BSU - Boise State University (Boise, Idaho) Bronco Football Team in having the 13-0 season: the only undefeated season in the US for Division 1-A college Football for 2006. (as you can see no national emergencies are are happening for Congress to discuss, so Congress will take the all that idle time they have on their hands to vote on a Football Resolution)

Hi Lombs67. Good to hear from you again.
Its hard to dispute those examples. It is too soon to say what the results of last fall's election is going to be but there is at least a possibility of seeing a beginning of movement of power from the individuals to the institutions. In spite of your second example there has been a lot of action in the first couple of weeks of the new congress.
I still believe that we are clearly at or near the cusp though. I think that we possibly began to make the transition after the turn of the century with the tech bubble and then 9/11. It seems to me that there has been a struggle going on since then for the heart of American civilization. Whoever comes out the winner on this one, however, is going to have a tough time staying on their feet with all of the external things going on like climate change, economic bubbles and resource depletion. This 4th turning might have a lot more variables than in the past.
I would like to hear what you are looking for as a signal that the transition is going on.
